EnCompass is working with the Office of Administrative Management Services (AMS) in USAID’s Bureau for Conflict Prevention and Stabilization (CPS) to support effective learning and organizational change for Bureau staff. CPS was established in 2020 as part of USAID’s Transformation and is composed of offices from the Agency’s former Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) with a workforce that responds to complex crises around the world. Providing responsive and effective knowledge management, learning programs, and change management support is crucial to helping these staff succeed in their challenging work.

Since the activity’s launch in October 2018, the Learning, Development, and Training (LDT) team has supported analyzing and redesigning the Bureau’s workforce management processes, cataloging performance management resource, and revising ’s internal website in response to CPS knowledge management needs.

The LDT team has worked with CPS to redesign the Bureau’s orientation course for new staff and support development of other onboarding materials and processes. The team has also supported updates to the Women, Peace, and Security (WPS) course to align with the revised U.S. Strategy on WPS and USAID’s corresponding WPS Implementation Plan. Subsequently, the team has designed a training of trainers course to provide USAID staff with the knowledge and skills to deliver the WPS course to colleagues. These learning opportunities help USAID’s workforce keep pace with an increasingly complex global development environment by aligning their learning and development with current events and new U.S. government policies.

To advance in the Agency, the LDT team has collaborated with CPS leadership to identify objectives and indicators to measure success, gather staff input related to the objectives, provide content for messaging, guide development of incentives and recognition for change, and support and hold office-level and cross-Bureau retreats and other activities that support the overall change process. To ensure these processes are efficient and effective, the LDT team has taken a holistic approach to change management, bolstering the strengths of each partner and encouraging information sharing between all parties.

LDT is a task order under the Learning and Development (LeaD) IDIQ. Currently, EnCompass partners with MSI on LDT. EnCompass also partnered with Devis for specific tasks in the first two years of the activity.
