The Monitoring and Evaluation to Assess and Use Results (MEASURE) Evaluation Phase IV project is the USAID Bureau for Global Health’s flagship mechanism for strengthening health information systems in more than 30 developing countries. USAID/Washington contracted EnCompass to conduct a midterm performance evaluation of MEASURE Evaluation to examine how effective the project has been in meeting key stakeholders’ needs. The evaluation’s purpose was to inform technical programming and project management activities for the remainder of the current cooperative agreement, and to support the design and scope of future global health information system procurements.

Between August 2017 and February 2018, a five-person international team and three consultants from Cote d’Ivoire, Mali, and Nigeria carried out the evaluation. The team used a mixed methods approach which emphasized the importance of data triangulation during analysis and interpretation. They collected data from internal stakeholders—including staff from USAID/Washington, USAID missions, and other U.S. government agencies—and external stakeholders—staff from MEASURE Evaluation, the project’s partner organizations, and host-country governments. The evaluation team interviewed or held group sessions in the field with 117 internal and external stakeholders, conducted virtual or in-person interviews with 49 stakeholders, conducted an online survey with 120 stakeholder respondents, and reviewed 104 project documents.
